Housing and Community Development |
- Attract mixed income families to the parish, provide work force housing, improve deteriorated housing stock and create additional subsidized elderly housing beginning immediately.

Economic and Workforce Development |
- Within five years, develop a workforce training program - with a large number of evacuee students - that produces workers capable of competing in the services, medical technology, and hospitality sectors..
- Increase demand for sugar cane crop through the introduction of ethanol production facilities within 36 months.
- Restore the water carrying capacity of the river to increase opportunities for economic development through the port facility within 36 months.
- Devise a comprehensive, incremental approach to revitalization of Franklin’s unique heritage while stimulating long-term economic growth and pride in downtown Franklin.
- Increase the economic strength of the Parish by capitalizing on the ecotourism market at the Tigre Isle recreation resort by developing the primary access roadway to the site within 36 months.
- Recruit and attract a skilled labor force to meet current and future demands of industrial companies in the parish and the region.

Public Health and Healthcare |
- Provide health care services, facilities and workforce training in order to support a health care system that meets the changed needs resulting from hurricanes Katrina and Rita, by 2012.

Transportation and Infrastructure |
- Improve drainage in outfall canals while reducing the threat from surge beginning immediately.
- Provide adequate evacuation alternatives for the residents of St. Mary Parish.
- Provide more efficient movement of goods and services for all of south Louisiana as well as more evacuation alternatives for the parish residents.
- Improve safety, expand capacity, and strengthen the parish's position in the south Louisiana economy by increasing its distribution capabilities by air, land, and sea within two years
- Within two months, stockpile safe potable water supplies to be used in emergencies and in the aftermath of hurricanes.
- Within two months, implement measures to minimize salt water intrusion from storm surge into the municipal drinking water supply.
- Strengthen the parish's position in the South Louisiana economy by increasing its distribution capabilities by air, land and sea.

Public Safety |
- Revise and update St. Mary Parish's Emergency Preparedness/Response Plan in accordance with NIMS (National Incident Management Systems) and facilitate better coordination and communication between all governmental, emergency response, and community organizations.

Flood Protection and Coastal Restoration |
- Control flooding and saltwater intrusion to create a safer and healthier environment. Protect critical transportation, water, health, emergency response services and access to emergency shelters.
- Improve retention capacity of waterways and waterbodies historically used to detain stormwater and surges generated by hurricanes.
- Improve protection against storm surge flooding and saltwater intrusion from Scott, Kelley, Vacherie, Bayou Choupique, Charenton, Franklin, Hanson, and Yellow Bayou Canals within the next two years.
- Improve protection against storm surge coming from the Bayou Chene for residential, commercial and industrial property in the Bayou Chene, Bayou Boeuf and Lake Palourde areas.
- Protect coastal areas from wave action and erosion and protect upland sugar cane farms from saltwater intrusion within three years.
- Update the Parish Hazard Mitigation Plan approved by FEMA.
