- Restore and improve wetlands of the coastal zone around Lake Pontchartrain within 36 months.

- Provide at least 500 additional multi-family housing units within 36 months.
- Establish a housing resource center that provides information and guidance on available loan programs for low and moderate income families within 12 months.
- Create and adopt a parish-wide comprehensive plan within 24 months.
- Provide new and/or improved community facilities in most highly populated areas of parish within 36 months.

| Economic and Workforce Development |
- Revitalize the dairy industry to Pre-Katrina conditions within 12 months.
- Expand the economic base by developing programs and projects that will increase tourism generated revenues by 10% percent (pre-Katrina) within the next 5 years.
- Increase business diversity and business development by adding 35 new businesses and industries in Tangipahoa Parish to create 350 high paying jobs and 300 low- to moderate-paying jobs in the next 18 months.
- Provide 460 trained workers in Tangipahoa Parish in the medical (160) and construction (300) trades through vocational training in construction and medical fields within three (3) years of implementation.
- Improve intermodal shipping/cargo infrastructure to increase business diversity and economic development within 24 months.

| Public Health and Healthcare |
- Provide health care services, facilities and workforce training in order to support a health care system that meets the changed needs resulting from hurricanes Katrina and Rita, by 2012.

| Transportation and Infrastructure |
- Alleviate traffic congestion through road capacity improvements within the next 60 months.
- Within 48 months, expand public transportation systems to alleviate traffic congestion, due to increased population.
- Within 60 months, repair, upgrade and expand water and sewer utility systems to meet parish population demands, to reinforce the parish's emergency preparedness, and to enhance economic development.

- Within 36 months, increase public safety staffing to meet national standards, which will serve the needs of the increased population.
- Within 12 months, provide a new parish-wide emergency communications system.

- Provide a new vocational center within 12 months that serves as a shelter for up to 100 individuals with multiple disabilities and their care-givers during natural disasters.
