- Improve infrastructure to retain existing businesses and attract new businesses in the two publicly owned business parks in the next year.
- Diversify the economy to reduce reliance on the timber industry within 9 months.
- Provide more workforce training opportunities to keep and attract high paying jobs in the next year.

| Public Health and Healthcare |
- Provide health care services, facilities and workforce training in order to support a health care system that meets the changed needs resulting from hurricanes Katrina and Rita, by 2012.

| Transportation and Infrastructure |
- Connect the eastern part of Washington Parish to Interstate 12 with a limited-access four-lane highway within five years
- Widen LA Hwy 25 to four lanes between parish line and Franklinton within five years.
- Establish a rural public transit system within 24 months.
- Repair and improve water and sewerage treatment facilities in the next two years.

- Establish a new centralized Emergency Operations Center/9-1-1 center with a parish-wide communication system for First Responders that has regional capability within 12 months.

- Restore community programs and facilities that were negatively impacted by the storm within 24 months.
