- Promote recovery by ensuring safer neighborhoods through community policing, adopting/implementing International Building Codes, litter abatement programs and neighborhood watch programs within 12 months.

- Produce a diverse housing stock to accommodate 3,000 households within three years.
- Create Training Centers that offer worker skills that can be used locally and generate 50 new family-wage jobs in 30 months.
- Increase capacity at the Port of Lake Charles by implementing infrastructure and building improvements to support regional economic growth within five years.

- Provide health care services, facilities and workforce training in order to support a health care system that meets the changed needs resulting from hurricanes Katrina and Rita, by 2012.

- Dredge Calcasieu River Channel to its authorized width and depth within one year.

- Develop programs and facilities to coordinate and implement disaster preparedness, response, and long-term recovery efforts for the southwest Louisiana educational systems, within 3-5 years.

- Within 24 months, evaluate and revise the Parish-wide Emergency Management Plan to include improved evacuation procedures compliant with the National Incident Management System (NIMS).
- Publish and distribute the Emergency Preparedness Plan to all residents of Calcasieu Parish within 3 months.
- Within 24 months, evaluate emergency response capacity of parish (equipment and staffing), and develop and implement plan to repair damaged equipment and provide better response capabilities in the event of a future disaster.

- Restore wetlands through hydrologic restoration, shoreline protection, and barrier shoreline nourishment over the next 60 months.
- Develop an Emergency Drainage Management Plan for existing watershed within 12 months.
- Within 12 months, complete federally-initiated wetlands restoration projects that have stalled or are incomplete due to lack of funding and interagency inaction.
- Integrate recreational opportunities with hydrologic restoration education through the implementation of several projects over the next two years.
- Restore and replenish native wetland and coastal plant species vital to flood and hurricane protection over 25 square miles within 60 months.
