Environmental |
- Maintain a sustainable, healthy environment by restoring the 35 percent urban forest canopy that was reduced as a result of hurricanes Katrina and Rita.
- Reduce flooding and maintain flood control with the construction of a 250-foot wide diversion canal between the Comite and Mississippi rivers in the next 3 to 5 years.

Housing and Community Development |
- Increase the supply of permanent, affordable housing by 5,000 units within 5 years.
- Increase the capacity of non-profit community and housing development corporations to provide an additional 2,500 units of affordable housing to meet post-hurricane increased demand within five years.

Economic and Workforce Development |
- Increase the diversity and strength of the local economy by increasing local capacity to generate employment opportunities, thereby offsetting the rising unemployment rate.
- Increase the number of potential job/employment opportunities for East Baton Rouge residents through workforce development opportunities.
- Strengthen the central business district as well as arts and cultural facilities to counter a post-hurricane decrease in tourism revenue.

Public Health and Healthcare |
- Provide expanded mental health services, to meet the 57 percent increased need in the Baton Rouge area, with the addition of two services delivery facilities in the community within the next 5 years.
- Provide health care services, facilities and workforce training in order to support a health care system that meets the changed needs resulting from hurricanes Katrina and Rita by 2012.

Transportation and Infrastructure |
- Improve the traffic flow through the synchronization of Baton Rouge signals within 3 to 5 years to help decrease congestion and wait times due to increased population.
- Improve the capacity of the City-Parish street system by improving selected intersections and widening certain streets within 3 to five years.
- Improve the sanitary sewer system by reconstruction, repair and maintenance of the City-Parish sewer collection system by repairing 50 miles of sanitary sewer system within the next 3 to 5 years.
- Provide for safe pedestrian pathways throughout the city by constructing and repairing 20 thousand linear feet of sidewalks over the next 5 years.

Education |
- Renovate existing facilities and build new facilities with in the next 2 years to accommodate the increased student population and strengthen the pre-k – 12 education system.
- As a state center for higher education, provide increased opportunities for the expanded student population and support the growing need for skilled workers in the research/technology sector.
Transportation and Infrastructure

Human Services |
- Help manage the 20 percent increase in the homeless population that resulted from the storms by increasing the number of beds in transitional shelters by 100 in the next 12 months.
- Assist displaced residents in making the transition from temporary housing and living situations to more permanent employment, housing, and community connections.
