Jefferson Parish Goals
Environmental
  • Evaluate air, water, and soil quality issues in the Parish within 6 months, and implement new programs and technology, as required, to improve environmental quality.    View Projects
  • Make an assessment of all debris and hazardous waste created by the hurricanes, and determine a final endpoint using conventional methods, new technologies and creative reuse strategies within 6 months.
  • Establish a public/private partnership to develop and implement innovative programs aimed at improving energy efficiency, promoting green building techniques, encouraging smart growth, and improving the overall quality of life for residents.
Housing and Community Development
  • Within 3 months, ascertain housing needs by market segment (e.g., tenure, income, age) and assist current and displaced residents to evaluate their housing options (i.e., repair, rebuild, relocate, etc.).
  • Within 6 months, begin to implement a comprehensive Housing Recovery Program (the Governor’s program or similar initiatives).    View Projects
  • Within 12 months, improve the capacity of Parish agencies and non-profit housing organizations to effectively manage the expected increase in housing-related activity.    View Projects
  • Within 18 months, create community and sub-area plans for redevelopment of damaged areas and identify new housing development sites. Promote principles of energy conservation and green building standards in all (re)development efforts.    View Projects
  • Facilitate the development of an additional 7,000 units of ownership and rental housing within 3 years to accommodate population shifts since the hurricanes.
Economic and Workforce Development
  • Make available to struggling businesses an additional $10 million of working capital within the next 3-6 months    View Projects
  • Enable businesses to retain existing jobs, create new ones, and regain profitability through a variety of economic incentives and upgrades to infrastructure within 24 months.    View Projects
  • Provide at least 50 additional acres of quality business sites by upgrading existing commercial and industrial properties or developing new ones within the next two years.    View Projects
  • Attract at least 1,000 high wage jobs in the technology sector within the next 2 years to offset jobs lost as the result of Hurricane Katrina    View Projects

  • Commence within 12 months a parish marketing campaign to restore investor confidence, bolster tourism and attract new industries.
  • Provide direct financial assistance to fishermen and shrimpers to repair or replace more than 3,000 vessels that sustained storm-related damage within 12-18 months.    View Projects
Public Health and Healthcare
  • Provide health care services, facilities and workforce training in order to support a health care system that meets the changed needs resulting from hurricanes Katrina and Rita, by 2012.    View Projects
Transportation and Infrastructure
  • Within the next 10 years, construct a new enhanced levee system and pumping stations, to resist a category 5 event.    View Projects
  • Within 24 months, repair and update all privately and publicly owned utilities, sewerage, water, and drainage systems, to perform during, or recover rapidly after, a category 5 hurricane event, and to comply with all current federal guidelines.    View Projects
  • Repair all storm damages and initiate necessary enhancements to the transportation network to improve capacity, communication, and management to handle emergency needs and accommodate projected growth over the next five years.    View Projects
  • Introduce new transit alternatives to encourage new development in areas which will be safer to live in, easier to evacuate in times of emergency, and assure a fertile ground for economic development.    View Projects
Education
  • Repair or rebuild all schools damaged or destroyed by Hurricane Katrina within 12-24 months. (Eighty-three schools were damaged and 2 were destroyed, resulting in over-crowding, high student-teacher ratios and busing).
Public Safety
  • Within 36 months, construct three emergency operation centers in key Jefferson Parish municipal locations to ensure the safety of first responders during disasters and similar incidents.    View Projects
  • Within 12 months, provide a regional public safety radio system to enable first responders serving LA Region 1 (Jefferson, Orleans , St. Bernard, and Plaquemines Parishes) to communicate during a disaster and immediately thereafter.    View Projects
Human Services
  • Repair the 13 damaged libraries within 6-8 months including facilities, furniture, fixtures, equipment, and replace damaged collections.
Flood Protection and Coastal Restoration
  • Repair, nourish, and create approximately 81 square miles (52,000 acres) of wetlands to provide hurricane protection, flood control, and stability to the coastal economy, to begin within 24 months.    View Projects
  • Restore habitat on four key barrier islands in the Barataria Basin and conserve this resource as the first line of defense against future storms, to commence within 24 months.
  • Restore/protect 40 linear miles (211,200 feet) of critical landforms, including bays, shorelines, ridges, and peninsulas, which provide direct storm protection to infrastructure and population centers.    View Projects
  • Create approximately 2 square miles (1280 acres) of wetlands – the amount lost as a direct result of Hurricanes Katrina and Rita.    View Projects
