Housing and Community Development
  • Formulate a housing recovery plan within 6 months to assist current or displaced residents to evaluate their housing options.    View Projects
  • Implement key elements of the housing recovery plan within 15 months of plan completion. Sound planning, mitigation measures, best building practices and energy efficiency should be a cornerstone of the Parish housing strategy.    View Projects
  • Within 18-24 months, repair minimally and moderately damaged housing units throughout the parish, providing technical and financial assistance as appropriate.    View Projects
  • Within 18-24 months, build affordable rental housing within the Parish.    View Projects
Economic and Workforce Development
  • Enable 50% of Pre-Katrina small businesses who wish to return and re-establish their businesses to do so, within 18 months, by providing financial and technical assistance. Enable additional 30% to do so within 24 months.    View Projects

Public Health and Healthcare

  • Provide health care services, facilities and workforce training in order to support a health care system that meets the changed needs resulting from hurricanes Katrina and Rita, by 2012.    View Projects
Transportation and Infrastructure
  • Re-establish and enhance the Parish’s damaged water and sewer services (approximately 350 miles of water line and 150 miles of sanitation sewer) within 36 months.    View Projects
  • Reduce traffic congestion by 80% by providing multiple safe and reliable means of access within Plaquemines and between Plaquemines and adjacent parishes during daily traffic conditions and emergency incidences within 12 to 60 months.    View Projects
  • Assess and rehabilitate approximately 100 miles of potentially damaged roadways which were submerged after the hurricane and are currently experiencing increased heavy traffic related to recovery efforts.
  • Provide transportation infrastructure to support and encourage economic recovery within 60 months.
Education
  • Provide resources to rebuild damaged/destroyed school facilities within 24 months.
  • Improve education to ensure that residents are prepared for employment by raising the parish high school graduation rate (currently 69%) to the statewide average (74%).
  • Expand vocational educational in recovery-relevant fields within 24 months.
Public Safety
  • Create parish capacity to manage crisis situations through the design of a Emergency Operations Center/Joint Operations Center that can withstand hurricane winds and flooding within 36 months.    View Projects
  • Repair and enhance Plaquemines Parish Sheriff’s Office facilities and capabilities to provide necessary public safety services to residents within 18 months.    View Projects

  • Re-establish a functioning library system within 24 months.    View Projects
  • Repair and replace damaged/destroyed community centers and create new facilities that can house and provide space for a wide range of community activities and programs.    View Projects

Flood Protection and Coastal Restoration
  • Provide substantial flood and hurricane protection throughout the parish by repairing and upgrading the nearly 300 miles of damaged or compromised levees, and pumping stations within 24 months.    View Projects
  • Restore approximately 60 square miles of marsh area – the amount destroyed by Hurricanes Katrina and Rita – within 20 years, beginning with the restoration of 30 acres within 24 months.    View Projects
